status detail
RATIFIED 2026-10-27 by DM, NARROW AND PROCEDURAL. Scope of the ratification, as submitted and approved: (1) restoration of PR-2026-003 to its originally recorded DISCONFIRMED outcome of 2026-07-09; (2) preservation of both adjudications and their provenance; (3) acceptance of the correction procedure; (4) deferral of the Langflow venue-classification question to the Q4 audit. The ratification is procedural and does NOT validate every element of the 9 July adjudication; the venue question remains open and contestable. ORIGINAL OUTCOME RESTORED 2026-10-27 by the analyst responsible for the overwrite; interpretive dispute on venue recorded and left open.

Adjudication dispute: PR-2026-003 (DISCONFIRMED 2026-07-09; re-adjudicated MET 2026-10-06; restored 2026-10-27)
scope
Both judgments preserved. 9 Jul: no qualifying the authority-inheritance pattern production-orchestration signal admitted by the review date; DISCONFIRMED, recorded immutable in the run record and the reconciliation bridge. 6 Oct: analyst re-read the signal ledger, found LiteLLM (catalog 8 Jun, admitted 8 Sep by gap-catch) and Langflow (7 Jul), and overwrote the outcome to MET without a correction record. Ruling: the rule as issued tests admission by 9 Jul, not occurrence; the overwrite was invalid in procedure (no correction record, immutable outcome changed) and in substance (admission after the window). Scorecard: PR-2026-003 counts as DISCONFIRMED; the Legacy May card reads 0 met of 3 scored, previously 1 of 3. | TWO GROUNDS, kept separate (second audit, 2026-10-27): (1) LiteLLM: a timeliness failure under the rule as issued; admitted 8 Sep by gap-catch, after the 9 Jul review date; mechanical, not contestable. (2) Langflow (SN-2026-07-08-01, the authority-inheritance pattern SECONDARY, admitted 8 Jul, inside the window): the 9 Jul adjudication accepted the MECHANISM (execution-authority inheritance, confirmed exploited in internet-exposed deployments) and rejected on VENUE, classifying Langflow as an AI-application and agent-workflow builder, excluded developer tooling under the 5 Jul binding classification, while acknowledging that exposed deployments could execute live workflows with real credentials. That is an interpretive classification judgment, not a date failure, and it is contestable: an exposed Langflow instance executing workflows with production credentials is arguably the production orchestration venue the forecast named. RULING: the original DISCONFIRMED outcome stands as the historical result because the 5 Jul classification was binding when the adjudication was made and the forecast did not pre-register a venue test that would override it; the venue question is recorded as an OPEN INTERPRETIVE DISPUTE for the Q4 audit, and if the audit rules that exposed Langflow deployments were production venue, the record will carry a dated note that the July adjudication was wrong on venue, without changing the scored outcome. The two grounds are not collapsed.
